Co-author Professor Gabriël Moens AM will provide an overview of the recently published book on the legality of the response to COVID-19 by the Australian government. Gabriël served as Pro Vice-Chancellor and Dean of the School of Law at Murdoch University. In 2003, Prof. Moens was awarded the Australian Centenary Medal by the Prime Minister for services to education. He has taught extensively across Australia, Asia, Europe, and the United States.
The main argument of this book is that vaccine mandates facilitate the creation of a fundamentally unfair and unequal society where vaccinated people are privileged and the unvaccinated become second-class citizens who are excluded from most activities of normal life and are regarded as lepers in their own country. In this context, this book discusses the concept of legality known as the ‘rule of law’, and the use of emergency powers in Australia. It also focuses on the unconstitutionality of mandatory vaccination, and it examines the possible use of the external affairs power in the Constitution to combat mandatory vaccination. Also discussed in this book is the role that civil disobedience can play when protesting the imposition of vaccine mandates and other draconian measures. Finally, the reader is invited to ponder how the use of emergency powers is historically used as a means of suppressing fundamental rights and dramatically increasing the power of the State.

I very much enjoyed it. Indeed, distinguished guests, ladies and gentlemen, I'm really delighted that so many people decided to attend the function to night because it provides me with an opportunity to actually talk about my book which is for sale tonight. Yeah. And in case you don't know, there is another book of mine that is for sale as well.
Which is my second novel, which I published or which was published by Conor Court. So you might want to have a look at these books. Now, I would like to thank Anthony Cappello for his willingness to publish my book because in this illiberal era one must have courage to publish a book like this. So thank you very much Antony.
Now we all know that since March 2020, we have endured lockdowns, border closers, mask mandates, vaccine mandates, social distancing, and many other restrictions imposed by the powerful Health bureaucracies and uncaring political class.
And most of you would be aware that Donald Horn published that iconic book, The Lucky Country in 1964. And in it, he says that many rules and regulations in Australia are actually made by people who are second-rate.
And to some extent, his comment is still valid today. In fact, the other day, I was reading something about South Africa and the fight against covid-19 in South Africa. And I came across a statement that was made by a South African politician on television.
He said. if you talk to other people, you have to turn your head to the West. because, Covid-19 virus comes from the East. From China. And therefore, if you want to avoid getting the virus, you better turn your head to the West.
Now, with that kind of deep thinking, we are not going to go very far indeed. Since the beginning of 2021. The official narrative with regards to the covid-19 vaccine maintained that the vaccines are safe efficacious and are saving life.
for example, the premiere of the WA Mark McGowan stated, and I quote, by getting to higher levels of third dose of vaccination, we are going to save lots of lives.
However, in succeeding months there were indication that is official narrative. Fanatically promoted by governments and held bureaucracies and ruthlessly enforced by politicized. Police forces is misleading and even neglectful in the light of the demonstrable side effects of the vaccines.
So what are these side effects? These side effects have been noted and sometimes denied by medical practitioners. The medical profession is itself, hopelessly divided as to the benefit that these vaccines may offer to people.
Moreover governments around the world. Have imposed the vaccine mandates on people. The United States, President Joe, Biden. even this in generously called the pandemic and I quote, a pandemic of the unvaccinated, This claim is untrue, as is demonstrated by both the science and the statistics, which of course I have. No time to discuss tonight.
But the scientific research reveals that the fully vaccinated are getting infected at the same rate. And to the same degree as the unvaccinated and they are transmitting the virus to others at the same rate too. Therefore At this worth noting that if vaccination does not prevent covid-19 infection and transmission, then there is no reason to force anyone to get vaccinated.
Now, to illustrate this, I would like to refer to a statement that was made by the Queensland Health officer Dr. John Gerard, who said on the 15th of January 2022?
Sadly. We have six deaths to report today. all these people had, in fact, received the vaccine It is a reminder that even the vaccinated can get severe disease, particularly if you have underlying medical issues.
Now for the six people and many more like them, each day, the vaccines have been a total failure. I recently received the book from the United States. The title of the book is VAXLIT Vaccinated From Truth.
It was written by a medical representative and a pharmaceutical representative who heard many stories from medical doctors in the United States about the real nature of the vaccines and their side effects.
Now, the author does not want to disclose his name because if he were to disclose his name, no doubt he would be dismissed on the spot. So therefore he saw to remain anonymous because as we know those who question the official version regarding the safety and efficacy of vaccine may well be dismissed not just in the United States but also in Australia, of course. But nevertheless, that author, the anonymous author courageously provides valuable information for the public and he facilitates an understanding of the hidden story of the vaccines. Specifically. The author shares very interesting information which was officially released on the first of Februuary 2022 by a team of researchers at John Hopkins University.
The researchers indicate that the actions taken by governments around the world including Australian governments are deeply flawed and reveal an unwillingness to allow different approaches to conquering the pandemic. They point out that lockdowns during the first covid-19 away in the spring of 2022, only reduced covid-19 mortality by 0.2%. That is 1/5th of 1% in the United States and Europe.
So look downs clearly do not have tangible public health benefits. Nevertheless, they were ruthlessly enforced by politicized police forces in Australia, inflicting immense misery on people and devastating the economic landscape.
And the John Hopkins researchers therefore conclude, and I quote, that lockdown policies are ill-founded and should be rejected as a pandemic policy instrument. Especially odious in my opinion is the constant threat to dismiss medical practitioners, who propose alternative procedures or medicines for people suffering from the covid-19 virus. And I'm talking of course about Ivermectin which doctors are not allowed to prescribe, because if they do no doubt they will be struck from the medical register.
Some people may not know this, but Ivermectin was actually awarded the Nobel Prize for medicine in 2015, because it was the most affordable. Therefore, very cheap, and safe, wander drug for anti-viral treatment in humans.
But it can't be used. now, in this context, I would also like to say That Pfizer has now produced something that is the functional equivalent of ivermectin. It is called Paxlovid.
But Paxlovid will definitely be used in the fight against the pandemic. Now, you should know that Ivermectin is no longer protected by patent legislation and therefore Pfizer and other medical producers and pharmacists would not make much money if they were to sell Ivermectin however Paxlovid, which is only recently produced by Pfizer, will make Pfizer a very rich company. If they are not rich already, in fact, their share price has dramatically gone up and I regret that I never bought shares in that company because I would be much better off today and I probably would not be teaching in the university anymore. We all make mistakes in our life, you know. Yeah.
It is also this closed that since 1996 to 2015, no to until 2021, there are only 15 recorded deaths, that's that's as a consequence of using Ivermectin.
However, compared to the present vaccines In just 13 months until the 7th of January 2022, there have been 20,745 documented deaths associated with the use of covid-19 vaccines as reported to the Vaccine Adverse Event Reporting System known as VAERS, which is an agency co-managed by the Center for Disease Control in the United States and the United States Food and Drug Administration known as the FDA.
The toll, the death toll may well be much, much higher because according to a study released by Harvard University, only 1% of cases, death cases are reported to VAERS. Yes, It's amazing.
Now this book that I co-authored with Professor Augusto Zimmerman from Western Australia, whom I actually appointed to a position at Murdoch University, discusses also the disastrous promotion of vaccinations to children, even infants, with this experimental drug not knowing what the long-term consequences might be in the future.
So following the adoption of recommendations from the Australian Technical Advisory Group, that is ATAGI, the Australian government decided to extend the covid-19 vaccines to children aged between 5 and 11 years.
I think this is truly a disturbing development. That every reasonable person is need to consider carefully for a number of reasons. For example, on the 19th of July 2021, the United Kingdom government joined committee on vaccination and immunization issued an important statement advising against any vaccination of children under the age of 18, stated in the relevant communication, and I quote, the committee is of the view that the health benefits of universal vaccination in children and young people below the age of 18 years, do not outweigh the potential risk.
So, given the harms, the side effects of the vaccines that we are already aware of like myocarditis and probably development of blood clots, I and if we also consider the unknown potential long-term adverse effects which may occur in the future, which may only come to light after many, many years that the decision of the Australian government to seek to vaccinate every person in Australia, regardless of age is probably an unwise decision.
And it is objectively wrong, and it is not supported by the available scientific evidence. And in this context, I would like to refer to an article which was published in the British Medical Journal, which says and I quote, from a public health standpoint, that makes poor sense to impose vaccine side effects on people at minimal risk of severe covid-19, The argument that protects others is weak or contrary to evidence. This conclusion suggests a policy of targeting vaccinations to those highest at risk. Allowing broader post-infection immunity to provide community protection.
So, our book, which I hope you will all buy, demonstrates that there are clearly valid reasons to be skeptical of the safety, and the efficacy of the vaccines. And those who refused the injection, using the language of the W. Premier Mark McGowan should not be ridiculed as people who need to grow a brain.
So, ladies and gentlemen, there is little doubt that the government's official narrative is misleading and deceptive. The suspicion that people have been misled about the safety and efficacy of the vaccines is also strengthened by the government's discontinuation of the comparative, reporting on unvaccinated and vaccinated populations which they haven't done for quite a number of months now.
For example, in the United Kingdom, the Public Health Scotland announced in late February 2022 that it would stop reporting deaths and hospitalizations by vaccination status. The reason is of course that many people who are vaccinated end up in the hospital and many of them also die.
In the United States, there have been attempt to find out precisely what the FDA, that is the Food and Drug Administration, knows about the possible side effects of the vaccine. So there have been attempts to ensure that the FDA would release their information, their data on this particular issue, the safety and the efficacy of vaccines. However, the FDA has refused to release that information.
They have been telling the American people that it needs between 55 and 75 years to dribble out the information about the efficacy and the safety of the vaccines, so, if that were to be the case, you know, that the vaccines are there to kill people from time to time, our former prime minister Scott Morrison, as you all know, initially wanted the covid vaccines to be as mandatory as possible. He said, and I quote, I expected that it would be as mandatory as you can possibly make it. However, I think there is evidence, right? Which continues to mount that these vaccines do not deserve the continuing provisional approval given to them by the government's Therapeutic Goods Administration the TGA.
Now also interesting is that some people, of course, have injuries as a consequence of the vaccination and they may lodge an injury claim under a government scheme, which the government set up Right? So Australians have lodged injury claims under the government's covid-19 vaccine scheme and if you ask me how many people have made such a claim. Well, at this already more than 10,000, it was 10,000 on the 15th of November 2021. And I would assume that now there are many many more people who have made injury claims under that particular scheme because we are six months later.
Undoubtedly that is much more than 10,000. In fact, I asked of the 10th of January 2022, the TGA that the Therapeutic Goods Administration had received 106,173 reports of adverse effects from the current vaccines. Unfortunately, during this pandemic, the Australian government only offered weak leadership to fight the pandemic.
The former prime minister Scott Morrison, your boss, established the National Cabinet, the existence of which is not based on the Constitution at all. But that enabled the premiers of the states and the chief Ministers of the territories to grab the reins of power. And they did this by introducing emergency legislation bypassing their Parliament, and their also eroding and downgrading and degrading the basic principles of the democracy in Australia.
And the states and the territories subsequently introduced Chinese Communist Party inspired methods of lockdowns, border closures, mask and vaccine mandates and other restrictions, which devastated the economy, especially the small business sector, jeopardized the health concerns of citizens and turned Australia into a debt written country, repayment of which will take many, many generations, indeed.
Okay, now the previous government coalition government claimed that it did not have the constitutional power to do anything at all and therefore the job of dealing with the pandemic had to be farmed out to the states and territories. However, Professor Zimmerman and I demonstrate in this book that from a constitutional point of view the federal government, the federal parliament did have the power to itself deal with the pandemic and the federal Parliament could have relied upon the external affairs power or the nation, who power, or even the quarantine power of the constitution. In order to take the lead on this particular issue and perhaps if that had happened, we would not have suffered for the last two years and a half, or at least not to the same extent.
Australia during the last two years absurdly pursued a zero infection policy. It's still being done of course in China, as we know, and Australia was the only country in the world. As far as I know that did not even allow their own citizens to return to Australia in order to achieve that zero infection outcome.
And if you were interstate and you were on the wrong side of the border too bad, you could not return to your home. Now, Australia was the only country and this is a terrible thing for any government to do to their own citizens because the citizens are thereby made stateless that they can't even return to their own country.
In fact, the Article 13 of the international Covenant on civil and political rights, clearly stipulates that a person has the right always to return to their country of origin, or their country, where they live, and to return to their home. But not so in Australia. What does that all mean? It means you know that from no one I think Australians will no longer trust the governments in general because in the past said 10 years ago if I wanted to go to Belgium where I'm from, I jumped on the plane and I came back a few months later, no sweat, no problem. But now I have to think deeply if I'm going to go overseas. Because if the government can do what the teeth in the past, it can do this in the future again. So the trust that had been developed over many decades with the Australian governments is gone forever, and that is really a terrible thing to say. The interestingly Australia has never never undertaken a cost-benefit analysis, known as a CBA of the covid-19 regulations because obviously the results would make very uncomfortable reading for the now defeated coalition government.

Right. I would say. That the government's response to the pandemic is the greatest policy failure of Australia. Since the Second World War. Yeah. By allowing the potentially unsafe and inefficacious vaccines to be used to the detriment of Australian citizens considering that there were cheaper and better alternatives - and ultimately, your medical history is something that you have the right to decide with your doctor -It's not the government that should have any say in the matter.
None of this. None of these of course is to argue that the vaccines are necessarily ineffective. But Professor Zimmerman and I are disturbed, really disturbed by the ungracious and untruthful way that some people are speaking about those who have concerns about the safety and the efficacy of vaccines. Again, the WA Premier Mark McGowan has set a tone declaring and I quote Those who do not want to be vaccinated, they are a pack of drongos idiots, morons absolute creatins that comes from a politician. Then again you know sometimes you expect a foul language to emanate from our esteemed politicians who run our life. You know, and yet, you know, I just came back from WA two days ago and in WA I had meetings lunches with the people I knew, when I was professed Chancellor there at the University and without exception, you know, they are they are in favor of whatever the WA government has done. They think he is the greatest premiere on this planet and that was absolutely fantastic. What the man did? I couldn't understand that I proved to me that Australia is a deeply divided country and we will not be able to go back to the unity of purpose that we all enjoyed as a nation as a people until a few years ago.
By now it is common knowledge that the fully vaccinated are not entirely protected by covid-19. In fact the fact that the governments, you know, are encouraging people to take a booster. Every four months is a clear indication that the vaccines don't work because otherwise you would not need a booster.
That site. So, the official narrative which seeks to placate people's concern about the safety of the vaccines? Here is something that we should critically consider. That's certainly has financially benefited. Pharma, the big pharma groups as I said before, including Pfizer, whose stock is soaring as I speak.
So the question should be asked, whether governments and the media are colluding to ensure an increase in big pharma's corporate profits, which however, do not seem to prioritize the protection of health.
I believe that in my book we develop a well-documented argument that the current covid-19 vaccines are not working well and are not preventing people from contracting the disease or even from dying from it.
At least the evidence and arguments offered should be seriously considered. I would like to end my talk by reading a poem, a poem written by Jock McPoet. Jock McPoet expresses his optimism for the future. It is entitled Rivers of Life and it encourages all of us to choose the river of hope and not the river of despair.
